CSBA calls on the state of California to develop and implement alternative lending and equity intermediary institutions to channel more money to small businesses. CSBA urges the use of public and private pension funds as investments in small business ventures. Legislation at the State level to match federal funding opportunities is imperative so California small business are not left behind.

BILL SUMMARIES

AB 610 – Price – Small Business Loan Guarantee Program (SBLGP): Limits the amount of guarantee liability outstanding from the California Small Business Expansion Fund.

AB 1104 – Aghazarian – Power to allocate funds in a state of emergency: In case an area is declared to be in a state of emergency, this bill extends the power from solely the Governor, to a corporation in that area to allocated funds to small businesses, small farms, nurseries and agriculture-related businesses.

AB 1107 – Arambula – Goods movement: small business and microenterprises : Requires various agencies and Secretaries of agencies to support the preparation of the California Economic Development Strategic Plan and support in updating the California Transportation Plan by forming a committee to assess the needs of small businesses and microenterprises for shipping needs and practices.

AB 1431 – Arambula – California small business financial development corporations: investment guarantee program: Establishes the Early Stage Investment Guarantee Program for assisting eligible small businesses in obtaining early stage private equity funding. Also creates an account in the Ca. Infrastructure Guarantee Trust Fund for securing loan guarantees under that program.

AB 1695 – Bass – Small business: surety bond guarantees: Relocates $40 million from the State Highway Account to the Surety Bond Guarantee Account whose purpose would be to provide surety bond guarantees to small businesses for state or federally financed transportation projects.
SB 446 – Yee & Runner: Microenterprise development; Business, transportation and housing: Requires the Business, Transportation and Housing Agency to provide grants, on a competitive basis, to a qualifying microenterprise development provider a grant for capacity building projects. This bill takes $5 million from the General Fund to fund this program.
SB 765 – Ridley-Thomas – Economic development: California Partnership for Urban Communities : Defines terms of findings and declarations in regard to economic development corporations and organizations.
