AB 495—Ruskin: Motor vehicle green house gas emissions: incentive program: Creates a clean vehicle incentive program for people who purchase low emission vehicles. The Clean Vehicle Incentive Account would also be created to fund this program.

AB 546 – Brownley: Electronic waste: computers: Requires retellers to collect a fee of $10 for the sale of CPU Towers as a deposit for recycling of the unit.

AB 833 – Ruskin: California Toxic Release Inventory Program: Enacts the California Toxic Release Inventory Program Act of 2007

AB 1065 – Lieber : Public resources: building standards: greenhouse gas: Requires the State Energy Resources Conservation and Development Commission to adopt standards that would reduce the energy consumption of a new residence and nonresidential buildings from an offsite source.

AB 1455 – Arambula & Villines: Air quality: loans: Authorizes the Business, Transportation and Housing Agency to designate California Air Quality Zones in the state based on air quality and other criteria and also requires the California Infrastructure and Economic Development Bank to provide low and zero interest loans to finance capital expenditures.

SB 329— Dutton: Hazardous materials: business plans: Increases the time for review of the business plan to once every 5 years and also allows a business to submit an SPCC in lieu of submitting a business plan.

SB 427 – Harman: California Environmental Quality Act: short form environmental impact reports: Authorizes a lead agency to prepare a short form environmental impact report for a project subject to CEQA.

SB 494 – Kehoe & Perata: Vehicular air pollution control clean alternative fuels: Would require that by 2015 a certain percentage of new passenger and light duty vehicles be clean alternative vehicles and that by 2020 one half of all new passenger vehicles and light duty trucks be clean alternative vehicles.

SB 876 – Calderon: Heavy-duty motor vehicles: retrofit and replacement: small business: Requires the state board to consider the impact on small business owners of vehicle replacement and retrofit requirements when establishing in-use emission standards and regulations for heavy-duty motor vehicles in private fleets.
