BILL SUMMARIES

AB 8- Nunez – Health care coverage: employers and employees. Creates a pay-or-play health care plan mandating employers to pay for coverage for their employers or pay a fee. Exemptions for this law would be small businesses with 2 or less employees and less than a $100,000 payroll.

AB 10 – De La Torre – Children's Hospital Bond Act: Enacts the Children's Hospital Bond Act (Act) which, if adopted by voters, would authorize $980 million in general obligation bonds, to be repaid from the state's General Fund (GF), to fund grants to eligible children's hospitals for the construction, expansion, remodeling, renovation, furnishing and equipping of children's hospitals
AB 12 – Beall – The Adult Health Coverage Expansion Program: S.C. County . Creates the Adult Health Coverage Expansion Program which will provide health care to employees of a small business, which will be funded by employer contributions, employee premiums and any state, local or federal funding.

AB 71 – Dymally - Income and corporation tax credits: employee health insurance: Authorizes a credit against Income and Corporation tax laws.

 
AB 85 – Nakanishi - Income and corporation taxes: credit: health savings account . Authorizes a tax credit each year for 15% of the amount paid or incurred by the taxpayer for healthcare for those taxpayers' employees.

AB 799- Smyth - Health care coverage: small employers. Will state the intent of the Legislature to provide incentives to improve health and wellness by authorizing additional affordable health care coverage options by allowing health care service plans and health insurers' greater rate flexibility in the small group market.

AB 1072- Gaines - Health care coverage: California Health Insurance Exchange. Creates the CA Health Insurance Exchange to facilitate the purchase of health care products by authorizing employers to adopt a cafeteria plan allowing their employees to purchase health insurance products through the exchange. Also creates a fund that receives funding from the General Fund for this program.  
AB 1226 – Hayashi - Medi-Cal: provider enrollment. Allows a physician in good standing in the Medi-Cal program to change locations in the same county by filing a change of location form instead of a complete application package. Allows for expedited enrollment for any physician or surgeon, licensed by the Medical Board of CA, into the Medi-Cal program who meets the requirements.  
AB 1607 – Tran - Guaranteed associations. Deletes the requirement of being in active existence and including health coverage as a membership benefit for at least 5 years for small business “guaranteed associations” or non-profit organizations. Also lowers the number of persons needed to be covered to gain healthcare coverage from 1000 to 100.

 

SB 48 – Alquist- Community development: healthy food choices: Establishes the “Healthy Food Retail Innovations Fund” which would create “healthier choice” retail food markets in underserved communities and also requires the department to provide grants and loans for these businesses.

SB 840 – Kuehl - Single-payer health care coverage. Creates a single payer/universal health care system which would cover every person in the state of California including illegal immigrants.

AB 84,142 & (SB 25) – Nakanishi, Plescia & (Runner) - Income tax: health savings accounts. Health Savings Account (HSA) federal tax conformity.
