AB 655 – Swanson: Public contracts: Bond Acts of 2006: Requires awarding departments soliciting and awarding bids to consider the employment of a bidder with respect to hiring residents from low income areas and with respect to small business and microbusiness.

AB 761 Coto – State contracts: small business: Requires Dept of Technology Services to create links for small business and entrepreneurs to access information regarding state bonds.

AB 1189 – Committee on Veterans Affairs: Committee on Veterans Affairs: California Disabled Veteran Business Enterprise Program: Requires an awarding department to verify that the contractor has received certification as a disabled veteran business enterprise, as provided, and that the certification is valid.

AB 1337 – Nava: State highway system: construction inspection functions : Requires state employees to perform the construction management and engineering for all projects on the state highway system.

AB 1400 – Richardson: State contracts: report: contracting activity : Requires the California University College system to submit a report to the DGS reporting contracts with small business and microbusiness and consulting contracting activity.

AB 1491 – Arambula: Small and Emerging Contractors Technical Assistance Program: Would form a Small and Emerging Contractor Technical Assistance Program to provide training for small contractors to help them secure surety bonds and liability insurance necessary to qualify for public works construction projects.

AB 1499 – Garrick: Department of Transportation: design-build contracting: Authorizes the department to use the design-build procurement process for its state for its state highway construction contracts.

AB 1695 – Bass: Small businesses: surety bond Guarantees: Relocates $40 million from the State Highway Account to the Surety Bond Guarantee Account whose purpose would be to provide surety bond guarantees to small businesses for state or federally financed transportation projects.

SB 738 – Calderon: Works of improvement: Requires contractors, prime contractors and subcontractors to pay a subcontractor not later than 7 days of receipt of each progress payment the amount due for services.
