Regulation Paperwork Including Environment

Reducing the burdens imposed by paperwork and government regulations continues to be the major concern of small business owners. Government agencies must build more effective partnerships with small businesses in the design, implementation and impact of regulations. Increases in fees and fines must also be restructured.

The environmental regulations continue to have a disproportionate impact on small businesses. Small Business supports environmentally sound policies and will closely monitor and assist in the implementation of the greenhouse gas emission reduction legislation.

AB 326 – Benoit: Identity theft: Adds instances where the victim might become liable for arrest or face criminal charges to the definition of false "impersonation" and creates an alternate misdemeanor/felony

AB 510 – Benoit: Income and corporation taxes: Employment Verification creates a system of fines and tax credits to encourage employers to verify social security numbers for newly hired employees. Employees that cannot provide SSN are subject to a fine.

AB 613 – Tran: Workplace postings: Requires workplace postings of certain notices and regulations to be written in plain language so it is easily understandable for the employees.

AB 737 – Keene: Small claims court jurisdiction: Extends this jurisdiction to persons either individual or of a corporation.

AB 865 – Davis: State agencies: live customer service agents: Requires state agencies to answer incoming calls live by a person.

AB 887 – De la Torre: Residential rates: inverted rate structure: Requires the California Public Utilities Commission (PUC) to be consistent with the policies of affordability and conservation when establishing residential rates.

AB 1107 – Arambula: Goods movement: small businesses and microenterprises: Requires various agencies and Secretaries of agencies to support the preparation of the California Economic Development Strategic Plan and support in updating the California Transportation Plan by forming a committee to assess the needs of small businesses and microenterprises for shipping needs and practices.

AB 1484 – Krekorian: Model State Trademark Law: Repeals the Trademark Law and enacts the Model State Trademark Law.

AB 1670 – Mendoza: Fictitious business name statements: Revises the conditions which a new fictitious business name must be filed. Also extends the definition of fictitious business name fraud and imposes a state mandated local program.

SB 328 – Corbett: Personal information: prohibited practices: Includes a telephone calling pattern record or list in the definition of “personal information” in regards to information not allowed to be disclosed by anyone but the individual.
