Workforce Skills

The workforce training and education systems do not sufficiently provide learning opportunities to produce graduates with basic skills and future career advancement. This contributes to the 20% illiteracy rate among the American labor force. California’s .5% training tax is not proportionatly distributed to small business, thus creating greater burdens on small business owners to train their employees in order to meet today’s competitive standards.

AB 173 – Dymally: Pupils: academic support program: dropouts: Deletes dropout prevention and recovery programs from the block grant and authorizes participating school districts to establish an alternative education and work center for school dropouts.

AB 178 – Coto: High Schools: curriculum and enrollment: College Readiness and Equity Program: Establishes the 3-year College Readiness and Equity Program emphasizing technical education courses.  

AB 400 – Nunez: Public school accountability: Requires the Superintendent of Public Instruction to incorporate in the Academic Performance Index (API) which in turn provides students the skills to attain employment in business and industry when they graduate from High School.

 

AB 584 – Swanson: Education: Reauthorizes school districts that participate in school-based program coordination to establish an alternative education and work center for school dropouts in a continuation school.
