BILL SUMMARIES

AB 326 – Garrick: Income tax: health savings accounts. Allows a deduction in connection with health savings accounts in conformity with federal law.
AB 822 – Fletcher: Health facilities: program flexibility. Requires the department to approve or approve with conditions or modifications a complete application requesting program flexibility for the use of alternate concepts, methods, procedures, techniques, or equipment by a general acute care hospital whenever the hospital demonstrates to the department that this use meets or exceeds the quality of care and patient safety in effect on January 1, 2010.
AB 1144 – Price: Health care coverage: prescriptions. Prohibits a health care service plan or a health insurer covering prescription drug benefits from requiring a subscriber, enrollee, or an insured who has been prescribed a product for the treatment of pain by his or her health care provider to use a different specified product prior to authorizing coverage of the product prescribed by the health care provider.
SB 56 – Alquist: Health care. Declares the intent of the Legislature to enact and implement comprehensive reforms in the state's health care delivery system, as specified. (spot bill)
SB 92 – Aanestad: Health care reform. Allows a carrier domiciled in another state to offer, sell, or renew a health care service plan contract or a health insurance policy in this state without holding a license issued by the department or a certificate of authority issued by the commissioner.
SB 438 – Yee: Health care coverage: Cal-Health Act. Requires the board, in consultation with the department, to begin, on or before July 1, 2010, the transfer of initial and ongoing eligibility determinations for the Healthy Families Program to the county welfare department.
SB 810 – Leno: Single-payer health care coverage. Establishes the California Healthcare System to be administered by the newly created California Healthcare Agency under the control of a Healthcare Commissioner appointed by the Governor and subject to confirmation by the Senate.
